The District foundation project took the opportunities offered by the reform of Regional Law 27/1999 (for the development of industrial districts) and developed the project on the basis of the newly adopted definition of industrial districts “in order to take into account the evolution processes of districts, that can lead to a diversification of industries and end products. An industrial district is a local system consisting of companies and institutions that exert a significant action in the local context. Companies can be both manufacturing and service companies, both artisan and industrial activities, and participate to the same production chain or interconnected industries (art. 13 of the new law)”.

The requirements, defined by section II of Regional Law 4/2005 (Institution of Agencies for the development of industrial districts) and calculated on the basis of the 2001 Industry and Services Census data, are reported below:

1. the entrepreneurial density index of the manufacture industry calculated in terms of local units compared to the resident population, shall be higher than the regional average with reference to census constituencies, namely municipalities. This indicator calculated for the whole territory is however lower than the regional average because Udine shows a rather low entrepreneurial density index. For this reason the project considers just one part of the provincial capital town, including only some census sections.

2. the production specialization index calculated in terms of operators as percentage of workers in the specialization sector (K72) with respect to the total number of operators in the manufacturing sector, shall be higher than 30% of the corresponding regional index. Even in this case indexes are calculated with reference to some census constituencies of Udine and to the Municipality of Tavagnacco.

In order to meet the requirements of Regional Law 4/2005 (Institution of Agencies for the development of industrial districts) the Digital Technology District has been identified in the territory of the Municipalities of Tavagnacco and REANA DEL ROJALE and part of the Municipality of UDINE.
